David DiCesare has joined the staff of The Community Foundation. DiCesare has served as assistant to the Vancouver city manager where he initiated the Esther Short Redevelopment Plan, developed the joint city/county curbside recycling program, completed the Cooperative Management plan for the Historic Reserve and initiated the county neighborhood association program. Most recently he has championed the capital facilities campaign for the Fort Vancouver Regional Library and led efforts on the Children’s Center board of directors to address long-term agency stability.
