Vancouver names economic development director
Eric Holmes has been appointed as the city of Vancouver’s new economic development director.
Holmes began his new position Oct. 22 at an annual salary of $118,944. Most recently he served as chief operating officer at Vancouver-based community design consulting firm MacKay and Sposito. Prior to that he was city manager in Battle Ground.
During his tenure in Battle Ground, Holmes was involved with large economic development projects including Columbia Tech Center in east Vancouver and the recruitment of Wafer-Tech in Camas. He negotiated development agreements and public-private partnerships resulting in private investments that more than doubled the city’s overall assessed value. Holmes holds a master of public administration degree from Lewis and Clark College and a Bachelor of Arts degree in planning, public policy and management from the University of Oregon.

Marshall Award goes to Clark Instructor
Deena Bisig has received the General George C. Marshall Public Leadership Award. Bisig is an instructor in the Communication Studies Department at Clark College.
Bisig is enrolled in the Leadership Clark County program and was a VBJ Accomplished and Under 40 Award recipient in 2006. She has a Master of Science degree in communication studies and journalism from South Dakota State University and a Bachelor of Arts degree in organizational communication from Dana College in Blair, Neb.

HDJ adds two in Vancouver
Planning firm Hopper Dennis Jellison recently added two employees to its Vancouver office.
Engineer Kristi M. Unholz will work in site development at the firm. Unholz attended Boise State University in Idaho and previously worked with the city of Vancouver’s Construction Services department.

Duback named ‘Operator of the Year’
John Duback, lead operator for the city of Ridgefield’s wastewater treatment facility, has been named Operator of the Year by the Southwest Washington Section of the Pacific Northwest Clean Water Association. Duback has been with the city four years as the primary operator of the city’s wastewater treatment facility. He has received numerous certifications in his field.

Abraham Correa has joined Facilities Services Group in Vancouver as vice president of operations. Correa has more than 20 years’ experience in building maintenance and is a Registered Building Service Manager with Building Services Contractors Association International.

Bank of Clark County adds project coordinator
Andrew Alexander has joined Bank of Clark County, assisting the bank’s executive team in a new position as project coordinator. He previously served as an intern with the bank and has owned and managed a house painting company for three years. He graduated from Washington State University in Pullman with a Bachelor of Arts degree in finance.

Teri Waite has been promoted to director of business development at People’s Community Credit Union. Waite has worked for the credit union for 14 years, starting as a teller and progressing to her most recent position of Battle Ground branch manager.

Make-Up Artist magazine hires new editor
Heather Wisner has been named managing editor of Make-Up Artist magazine in Vancouver. Wisner, a graduate of Portland State University, has held editorial positions with SF Weekly and Dance Magazine in San Francisco, as well as the Statesman Journal in Salem, Ore. She is also a contributing writer for Portland’s Willamette Week newspaper.

Clark College hires program manager
Jody Shulnak has been hired as manager of Clark College’s Service Learning and Volunteer Program. She has a background in experiential education and has worked extensively as an outdoor adventure guide, specializing in environmental education and conservation. Shulnak earned a Bachelor of Science degree in parks and recreation management from Northern Arizona University and has volunteered with international community service programs.

County appoints interim director
Glenn Olson will serve as interim director for Clark County Community Development. Olson has served as budget director for the county since 1997 and also oversees the county’s information technology division. Olson worked 15 years at the Governor’s Office of Financial Management in Olympia. In 1998 he was interim county administrator while the county conducted a nationwide search to fill that position. He holds undergraduate and graduate degrees from Western Washington University.

County hires community services director
Vanessa R. Gaston has been chosen to work as Clark County’s director of the Department of Community Services effective Oct. 31. She was most recently the assistant director of social services for Clark County, Nev. Prior to that, she was president and chief executive officer of the nonprofit Urban League of Portland. Gaston has also managed a 24-hour long-term care facility for the Washington State Department of Veterans Affairs and held several positions with the state’s Department of Social and Health Services. She earned a master of public administration degree from the University of Washington.
