Debbie Marcoulier

Marcoulier holds a bachelor’s degree in management and previously served as RSV’s VP of business operations. She is now responsible for the company’s overall financial and operational performance, as well as its long-term strategic direction.

“Debbie has acquired a deep level of industry knowledge and expertise,” said RSV CEO, Ron Frederiksen. “She has a sharp focus on big picture strategic goals and is well positioned to take RSV into its 4th decade. RSV is also extremely proud of its history of having women in high level positions throughout the organization, starting with my mother who helped found the company.”

Marcoulier sits on the board of Innovative Services and is an active member of Vistage, an executive coaching and peer advisory group for business owners and senior executives.

Longview resident Matthew J. Peters has joined Coldwell Banker Commercial Jenkins & Associates as an investment broker specializing in retail properties and high-profile net leased assets in the state of Washington.

Peters is a graduate of Washington State University with a bachelor’s degree in business administration and a focus in finance, accounting and statistics. Post-college, he was employed as a residential real estate agent for eight years.

Leah Greenwood, executive director of Vancouver’s Affordable Community Environments (ACE), has been honored as a Friend of Housing by the Washington State Housing Finance Commission.

Greenwood was one of five to receive the award, presented earlier this month in a ceremony at the 20th annual Housing Washington conference in Spokane.

Friend of Housing awards are presented each year to individuals or organizations that have made exceptional contributions to creating or supporting affordable housing.

“Leah Greenwood put the housing needs of her community and ACE’s mission over personal or organizational self-interest,” said Karen Miller, chair of the Housing Finance Commission, in a press release.

Prior to joining ACE, Greenwood worked for nine years at the Portland Development Commission, where she managed the Housing Policy, Planning and Development Team focused on housing in Portland’s urban renewal areas. She holds a master’s degree in urban planning from Portland State University with a focus on community development. She also received a bachelor of science in business administration from the University of Oregon.

Pete Munroe, program manager for Clark County’s Housing and Community Development Program, was recently honored with the Roy D. Hoover Award by the National Association for County Community and Economic Development.

The award recognizes an individual who exhibits qualities of Hoover, former director of the Department of Urban Affairs for Los Angeles County, Calif. It has been presented to only 15 people in the 38-year history of the organization.

The award spotlights a person who has made extraordinary contributions to county government, the association and the housing, community development and economic development profession.

Munroe was honored for his achievements in affordable housing and national community and economic development programs. In his nearly 30 years with the association, he served on the board of directors and was chair of the Housing Committee, secretary/treasurer, vice president and president.

The Southwest Washington Workforce Development Council (SWWDC) has hired four new employees to enhance delivery of workforce training and employment services to businesses and individuals in Clark, Cowlitz and Wahkiakum counties. The new employees are Justin Evers, integration coordinator; Chelsea Jackson, youth initiatives manager; Lee Ann Lawrence, employer services manager; and Julia Maglione, communications manager.

In his new role, Evers will bring WorkSource’s employment services directly to individuals through organizations currently serving them.

Previously, Evers worked for the Longview Police Department as a project manager, developing partnerships to comprehensively address drug use in Cowlitz County. Most recently, he was with the U.S. Department of Veterans Affairs.

Jackson, as youth initiatives manager, will develop, implement and manage strategies and programming in the community to expose youth to training and employment opportunities for the region’s high-demand jobs.

Before joining the SWWDC, Jackson was Transitions Program coordinator at Innovative Services NW, assisting foster youth to transition to independent futures. She currently chairs the Youth Access Workgroup (formerly Foster Youth Continuum of Care) that unites community providers and increases access to services for youth and young adults ages 12-25 that are experiencing homelessness in Clark County.

As employer services manager, Lawrence will assist employers with funding and training resources to enhance the skills of their existing employees and connect them with WorkSource services to recruit and hire skilled workers.

Lawrence has a history of workforce development experience in the Portland metro region and knowledge of the regional workforce system. She holds a bachelor’s degree in Anthropology and Spanish from Western Washington University.

In the role of communications manager, Maglione is responsible for public relations, the organization’s websites, social media, printed materials, special events planning and collaboration with partners across the region.

Maglione has more than 15 years of public relations and communications experience, most recently with a local marketing communications firm. She currently serves on the board of Leadership Clark County and is a 2012 graduate of the program.
