Historic Reserve Trust hires director
Tom Bashwiner has joined the Vancouver National Historic Reserve Trust as director of gift planning. He was in a similar position Since January 2004 at Daybreak Youth Services in Vancouver and Spokane. He was also executive director of the St. John Medical Center Foundation in Longview and directed hospital foundation programs in Lake Charles, La.; Galveston, Texas; and Long Beach, Calif. Bashwiner is a graduate of Creighton University in Omaha; a fellow of the Association for Healthcare Philanthropy; a member of Portland’s Northwest Planning Giving Roundtable and a member of the Southwest Washington Estate Planning Council.
Nancy Parker
Columbia River Mental Health names exec
Nancy Parker has been named executive director for Columbia River Mental Health Services in Vancouver. She has worked for the organization for 11 years as interim clinical director and director of child and family services. Parker is a graduate of the University of Washington Certificate Program in Infant Mental Health and holds a Master of Music degree in music therapy from Florida State University. She is on the faculty of Portland State University in the infant mental health post graduate program.
Roy A. Johnson
Housing Authority appoints executive
Roy A. Johnson has been named executive director of the Vancouver Housing Authority, and will start in February. For five years Johnson has been executive director of the Spartanburg Housing Authority in South Carolina. Prior to that he administered public housing in Kansas, Iowa and Nebraska. Johnson has a Bachelor of Arts degree in psychology and a master’s in public administration from the University of Nebraska.
Robert Maul
Battle Ground appoints long-term director
Robert Maul has been appointed community development director for the City of Battle Ground. Maul has worked for the city since 2003, most recently as interim community development director, and previously as assistant planner. He holds a Bachelor of Arts degree in geography from the University of Northern Colorado

Vancouver Port announces four managers
The Port of Vancouver recently appointed four managers.
Jonathan Eder has joined the port as human resources manager. He previously worked in the field with A-dec in Portland, the Oregon Child Development Coalition in Wilsonville and Anesthesiologists Associated in Beaverton. He served in the Peace Corps from 2000 to 2003, developing business and agriculture in small Guatemalan communities. Eder has a bachelor’s degree in business and human resources from Southern Oregon University.
Kathy Holtby is now the port’s property manager. Most recently she was a real estate associate for Prudential N.W. Properties. Prior to that she was director of market feasibility for the former Red Lion Hotel executive office. Holtby has a bachelor’s degree in business administration from Michigan State University.
Dave Hurt is the port’s new contracts manager in the facilities department. Previously he managed construction of C-Tran’s new facilities and infrastructure. He was a general services manager at Columbia Credit Union and was a logistics officer with the U.S. Marine Corps from 1989 to 1993. He holds bachelor’s degrees from Concordia University and the University of Washington and a master’s in public affairs from Washington State University. Hurt is a Leadership Clark County alumnus and serves on Camp Bonneville’s Citizen Advisory Group.
The port’s new accounting manager is Christine Kussman. For three years she was financial controller at the American Red Cross in Portland. Before that, she was a translator at the International School in Stuttgart, Germany for three years. Kussman is a certified public accountant with a bachelor’s degree in business administration from the University of Washington.
Renee Newman
First Independent adds VP
Renee Newman has joined First Independent Bank in Vancouver as vice president and director of its newly-formed cash management office. Newman has worked more than 15 years in commercial, private and real estate banking. She holds Series 7 and 66 securities licenses and a life and disability insurance license in Oregon and Washington. Newman has a Bachelor of Arts degree in business management from Oregon State University. She is board chair for Vancouver Symphony Orchestra and is on the Classroom Law Project board and fundraising committees for United Way and YMCA.
George E. Wespi
Merrill Residential announces manager
George E. Wespi has been named project manager at Merrill Residential, a new subsidiary of Merrill Contractors Inc. in Vancouver. Wespi has experience in engineering and the condominium market. He has a Bachelor of Science degree in civil engineering from Worchester (Mass.) Polytechnic Institute.
Brian Carrico
J.D. White gains senior planner
Brian Carrico has joined JD White, the Vancouver division of Berger/Abam Engineers Inc., as a senior planner. Carrico most recently served as community development director for the city of Battle Ground. He also worked in Cle Elum as a planning consultant and city planner as well as Clark and Yakima counties. Carrico has a bachelor’s degree in geography from Central Washington University and is a member of the American Planning Association.
